[...] The town of Hull, Massachusetts has just passed an innovative incentive program to encourage builders to elevate new and renovated structures above predicted floodwaters. The program offers applicants a $500 credit to be used towards building department permit fees if the builder elevates the structure at least two feet above the highest federal or state requirement.
The use of freeboard is a great way to mitigate possible flood damage to your structure. The Flood Insurance Rate Maps (which provide due public notice)are used by the community to regulate its floodplain and by lenders to identify where flood insurance must be purchased. These maps are simple "snap shots in time" of the area. Any development, fill, new stores, housing, etc., increases the flood height. The use of freeboard gives the homeowner a much needed cushion to stay above the rising waters.
